General Purposes Sub-Committee: October 14th 1929
On Minute No 1398 (Land fronting College Road, Perry Barr), the General Manager
presented the following report:
Land - Warren Farm - Perry Barr.
After conferring with the District Valuer and discussing
the site value of the land which the Bank Committee had decided to purchase, Mr Frank Wilde was able to obtain a reduction of £50.
The District Valuer fixed the value originally at £500, whereas Mr Wilde considered £375 as much as it was worth.
The District
Valuer is now prepared to recommend the transfer of the land at the price of £450 and the Chairman has authorised the purchase being
effected on this basis.
The Committee will remember that when fixing upon this particular piece of land they had in mind the
requirements of the Witton Lodge Estate, now served by an evening branch conducted in one of our wood buildings. That branch has been
established for several years and had a depositorship at March last of 741 with balances of over £7,000. It was felt that the transfer
of the Perry Common Branch from Witton Lodge Road to this new site, and the erection of a building which could be used as a daily
branch, would not prejudice the existing depositorship and would serve in addition, a great portion of the Warren Farm Estate on which
approximately 6,000 houses are in course of erection.
At the time the inspection took place the Committee were doubtful as to
whether this one branch would meet the needs of this area when the Estate was fully developed, and as a result of a recent visit to
the Estate, along with the Public Works Committee, the Chairman, and doubtless other members who were also present, formed the opinion
that it would be necessary to make further provision for a branch bank on another part of the Estate. As the Estate is being planned
out and as houses are rapidly being put up and further contracts being let, it is important that the Committee should make up their
minds whether or not another site should be reserved. If nothing is done soon we shall find that the whole of the available land has
been disposed of.

and after consideration thereof, it was:
1436 RESOLVED:- That the
foregoing report of the General Manager be approved and that the action of the Chairman in agreeing to the transfer of the land required
by the Bank at the corner of College Road and Brackenbury Road, at the price of £450, be approved and the General Committee recommended
accordingly; also that efforts be made to secure another site at the other side of the Warren Farm Estate.

3510 On Minute No 3427 the General Manager pointed out that proposals were submitted in reference to the
terms for the transfer of land at College Road, Perry Barr, in the report of the General Purposes Sub-Committee:
Site on the
Warren Farm Estate, Perry Barr.
After negotiations between the District Valuer and Mr Wilde the transfer price of the area of
approximately 600 square yards of land proposed to be taken over by the Bank at the corner of College Road and Brackenbury Road, had
been fixed at £450, and your Committee are asked to approve this arrangement.
In view of the large area of this estate and the
extensive building operations now proceeding, your Sub-Committee are of opinion that it will be desirable to secure another site at
the other side of the Estate, and they will go fully into the matter and report at a later date.
3523 RESOLVED:-
That the action taken in agreeing the sum of £450 as the transfer price of the site at the corner of College Road and Brackenbury
Road, Perry Barr subject to the approval of the City Council, be confirmed.

On Minutes Nos 1436 and 1469 (suggested site - Warren Farm Estate) it was
1479 RESOLVED:- That the meeting
of this Sub-Committee be held at 9:30am on Monday, the 20th instant, to proceed to visit sites on the Warren Farm Estate, together
with land at Bushmore Farm, Hall Green, to which attention has been called by the City Surveyor with a view to ascertaining the future
requirements of the Bank in this locality.

TRANSFER OF LAND - WARREN FARM
ESTATE.
Your Committee are desirous of acquiring 600 square yards of land situate at the corner of College Road and Brackenbury
Road (which land forms part of the Warren Farm Estate) for the purpose of erecting thereon a Branch Bank. The transfer value of the
land has been agreed with the District Valuer at £450, and the transfer meets with the approval of the Estates and Public Works and
Town Planning Committees.
The Council are accordingly asked to sanction the transfer being effected at the price named (subject
to the approval of the Minister of Health), and to authorise the acceptance of a tender for the erection of a suitable Branch Bank
with dwelling accommodation upon the site, the whole of the cost to be defrayed out of the funds of the Bank.
It was moved by
Alderman Sir Percival Bower, seconded, and:
Resolved - 29,433. That, subject to the approval of the Minister of Health, the proposal
to transfer approximately 600 square yards of land at the corner of College Road and Brackenbury Road, from the Public Works
and Town Planning Committee, at a price of £450, be, and is hereby, approved, the cost being defrayed out of the funds of the Bank;
further, the Committee be, and are hereby, authorised to accept a tender for the erection of branch bank premises thereon.

transfer to the Bank Committee of land at the corner of College Road and Brackenbury Road, to which the consent of the Council had

(13) Warren Farm Estate. Municipal Bank Site (H.A.S.1923/4)

A site
of land situate as above, and containing an area of about 600 sq. yards, has been reserved by the Public Works and Town Planning Committee
for the erection of a Municipal Bank. Negotiations have resulted in a transfer price of £450 being agreed between the District Valuer
and the Committee concerned.
Your Sub-Committee accordingly recommend that subject to the sanction of the City Council and Minister
of Health the proposed transfer be approved.

Minute No 1526 (Proposed building at Perry Common), the detailed plans prepared by Mr H S Scott for the erection of bank premises,
together with two residential flats, were submitted - the estimated cost being £3,850.
1551 RESOLVED:- That the plans
be amended to provide for the messroom accommodation to be placed at the rear of the bank premises instead of at the front and other
consequential alterations, the amended plan to be resubmitted to this Committee.
General Purposes Sub-Committee: June 16th 1930
Proposed
new sites for Branches.
Your Sub-Committee have visited sites at Perry Barr and on the Weoley Castle Farm Estate and have selected
two sites for Branch Banks, subject to satisfactory terms as to purchase price being arranged, one at Perry Barr at the junction of
Kingstanding Road and Kings Road and the other in the centre of the Weoley Castle Farm Estate.
It should be pointed out that
the very extensive building programme in the Perry Barr area which the Public Works and Town Planning Committee are carrying out,
plus the private building of houses which is contemplated, causes your Sub-Committee to feel that it may be necessary to provide still
more Branches in the area, and without committing themselves they have asked the City Surveyor to reserve two other sites which can
be examined at a later date when the estates are more developed.
In this connection your Sub-Committee consider that a less expensive
type of Branch Bank should suffice in these areas, and that the same should apply to the proposed Branch Bank at the corner of College
Road and Brackenbury Road. In the opinion of your Sub-Committee the cost of such a building should not exceed £2750 and they recommend
accordingly.

In connection with the principle adopted by the Committee for the provision,
in out-lying areas, of the less expensive type of branch Bank, the Committee reconsidered the plans prepared by Mr Harold Scott, Architect,
for the erection of premises at the corner of Brackenbury Road and College Road at an estimated cost of £3850. The Committee indicated
various economies which could be effected in the scheme and, after consideration, it was:
3817 RESOLVED:- That the
plans for the proposed building at the corner of Brackenbury Road and College Road be referred back to Mr H Scott, Architect, with
directions to prepare a revised plan for the erection of a branch Bank at a cost not to exceed £2,750; also that the instruction contained
in Minute No 3427 be amended accordingly.

1558 On Minutes Nos
1436, 1479, 1511 and 1536 (proposed sites for branches) the Sub-Committee were informed that the City Surveyor would submit to the
Public Works etc Committee the proposals to allot sites on the Warren Farm and Weoley Hill Estates, as selected by the Committee when
they visited the estates.
On Minutes Nos 1526 and 1551 (proposed building at Perry Common) a revised plan was submitted providing
for one flat instead of two, and a slightly smaller bank. Such a building could be erected at a saving of £800 on the original scheme
which came out at £3,850. A saving of £300 might be effected by dispensing with stone facing for the outer walls but the Sub-Committee
did not consider it advisable to depart from the general design in this respect.
1563 RESOLVED:- That, subject to the Architect complying with the requirements of the General Manager as to layout, the amended plan be approved, the total cost of the scheme not to exceed £3,000.

3832 The following report of the General Purposes
Sub-Committee was presented:
Building on Bank Site at Perry Common.
As instructed by your Sub-Committee, the Architect
(Mr H S Scott) has submitted a revised plan for the proposed building on this site, providing for one flat only and a slightly smaller
Bank. The saving on this scheme will be £800, which would bring the cost down to about £3,000. It is pointed out that a saving of
£300 might be effected by dispensing with stone facing for the outer walls, but your Sub-Committee do not consider it desirable to
depart from the general design in this respect.
Your Sub-Committee have accordingly approved the revised plan, subject to certain
alteration which they have indicated to the General Manager, and on the understanding that the total cost of the building shall not
exceed £3,000. The revised plan will be submitted to your Committee. In consequence of this revision in the plan it will be necessary
to amend Minute No 3817 by the substitution of £3,000 for £2,750, and in recommending accordingly your Sub-Committee would point out
that the building will occupy a corner position with a considerable length of frontage.
With to the proposed building on the
Bank site at Perry Common, the Committee considered the plan as revised by Mr H S Scott, Architect. The plan showed, however, a reduction
in the length of the Bank counter from 35 to 33 feet, and in this and other details did not meet the wishes of the Committee.
3834 RESOLVED:- That the question of amending the plan satisfactorily be referred to the Chairman and the Chairman of the General Purposes
Sub-Committee, with the General Manager, to consider and report their recommendations to the next meeting of the General Purposes
Sub-Committee.
