1579 On Minutes Nos 1436, 1511, 1525 and 1558, the Sub-Committee
were informed that the Estates Department had intimated that the District Valuer had fixed the cost of the proposed bank site at Warren
Farm at £675 for an area of 950 square yards.
It was ascertained that the site valued was not the site selected, and the General Manager
was directed to request the Estates Department to obtain a valuation of the correct site.
On Minute No 1526 (proposed building at Perry
Common) the General Manager reported that the Chairman and the Chairman of the General Committee with the General Manager had interviewed
Mr H S Scott (Architect) and arranged for a satisfactory layout to be adopted, and tenders had been invited for the carrying out of
the work.
The tenders in question were considered by the Sub-Committee who decided that the most suitable tender was that of Messrs
Elvins & Sons at the sum of £3,195. It was accordingly:
1586 RESOLVED:- That the General Committee be recommended to
accept the tender of Messrs Elvins and Sons at £3,195 for the erection of bank premises at Perry Common and to instruct the Town Clerk
to prepare and seal the requisite contract.

1588 The General Manager reported that the sanction of the Minister of Health had been received to the transfer of the Perry Common site
to the Bank.
The General Manager reported that he had been asked whether the Bank were prepared to dispose of the temporary wood building
at Perry Common and, in view of the fact that it was probable the Bank would not require the structure when the permanent premises
had been erected, it was:
1590 RESOLVED:- That the matter be referred to Mr Frank Wilde with a view to the sale of the
structure when no longer required by the Bank.

An application was considered to purchase the temporary
building in which the business of the Perry Common Branch was being carried on, and also to acquire the piece of land upon which the
hut at present stands, which had been transferred from the Estates Department to the Bank.
3885 RESOLVED:- That the question
of disposal of the building be referred to the General Manager and Mr Frank Wilde, and that the question of the disposal of the land
be referred to the General Manager to ascertain whether any other Corporation Department is desirous of purchasing same.

3925 The following report of the General Purposes Sub-Committee was presented:
Proposed Branch Bank -
Warren Farm Estate.
A scheme has been prepared by the City Surveyor for the development of a shopping area in Kingstanding Road and
it is suggested that the proposed branch bank should form part of such scheme, and should be in harmony with the other buildings.
Your
Sub-Committee have considered a preliminary plan prepared by the City Surveyor, and recommend that the latter be instructed to prepare
a detailed plan for the erection of suitable premises at a cost of not exceeding £2500.
The area of the land in Kingstanding Road proposed
to be allocated to the Bank is approximately 588 square yards and your Sub-Committee recommend that subject to agreement with the
Estates Committee as to price the Council be asked to approve the transfer of this area to your Committee.
A sketch plan prepared by
the City Surveyor of the layout of the proposed Branch Bank and shops on the Warren Farm Estate was submitted to the Committee, and
it was:
3926 RESOLVED:- That, subject to agreement with the Estates Committee as to price, the Council be asked to transfer
to this Committee the required area of land for the erection of the Branch Bank in Kingstanding Road referred to in the forgoing report;
also that the City Surveyor be instructed to prepare a detailed plan for the erection of suitable Branch Bank premises on the site
at a cost of not exceeding £2,500, in conjunction with the scheme for the erection of shops.

On Minute No 1590 (Land at Perry Common and temporary building thereon) the following Minute of the Estates Committee proposing
to recommend the Council to re-transfer the land in question to the Housing Account was received:

Witton Lodge Estate
- Bank Site.
8532. RESOLVED:- That the City Council be recommended to re-transfer to the Housing Account 548 square yards of land at
present held by the Bank Committee and which forms part of the Civic Centre on the above estate, on the terms set out in the report
of the Estates Committee.
Witton Lodge Estate, Perry Common (H.A.S. 1923/24.)
Municipal Bank Site.
When this Estate was developed
in 1926/7, the Municipal Bank Committee acquired a portion of the Civic Centre the area of the site being 548 square yards and the
purchase price £411.
The Bank Committee, having now acquired another site at the corner of College Road and Brackenbury Road
on the Kingstanding Estate, desire to know whether the Committee are interested in the re-purchase of the site in Witton Lodge Road
in about 6 to 8 months' time when the new premises are ready for occupation.
In view of the desirability of retaining control
of the land in question, your Sub-Committee recommend that the Council be asked to sanction its re-transfer to the Housing Account.
The
General Manager stated that the proposed transfer would not take place until the new Perry Common branch now in course of erection
was available, probably about May next, and in the meantime the business of the Branch would be conducted in the temporary wooden
building as heretofore. Mr Wilde who had received a tentative offer to purchase the building had been informed of the decision of
the Estates Committee.
1619 RESOLVED:- That the proposals above outlined be approved and that the General Committee
be recommended to approve of the transfer of the land in question when available to the Estates Committee.

3950 The following report of the General Purposes Sub-Committee was presented:
Land at Perry Common.
With reference
to the site in Witton Lodge Road, which will be surplus to the requirements of the Bank when the new branch premises at the corner
of College Road and Brackenbury Road are ready, your Sub-Committee are informed that the Estates Committee are prepared to ask the
City Council to re-transfer to the Housing Account the 548 square yards of land acquired by the Bank.
Your Sub-Committee recommend
that the proposed re-transfer of this land, when available, to the Estates Committee at the price paid by the Bank Committee, viz,
£411, be approved.
3951 RESOLVED:- That, subject to the consent of the City Council the re-transfer to the Estates Committee
of the 548 square yards on the Witton Lodge Estate, at present held by this Committee, at the price paid by the Bank, be approved,
on the understanding that the Bank retain the use of the land until the new Perry Common Branch premises are ready for occupation.

LAND AT PERRY COMMON: TRANSFER TO ESTATES COMMITTEE
On the 15th July, 1926, the Council, by Minute
No 27,745, approved of the transfer of approximately 510 square yards of land fronting Witton Lodge Road to your Committee for the
purpose of the branch Bank. Since 1926 an evening Bank has been conducted in a temporary wooden building placed on this land.
The extensive
development in house building in the Perry Common and Perry Barr districts has resulted in your Committee acquiring another site from
the Estates Committee fronting to College Road, which is better suited to the purposes of the Bank, and on this site a new building
has been erected and will shortly be opened as a daily branch. When this takes place the land in Witton Lodge Road will be surplus
to the requirements of the Bank. The Estates Committee have intimated their willingness to the land being re-transferred to them at
the original price paid by the Bank, viz, 15s. per square yard, and your Committee ask the approval of the Council to such re-transfer.
It
was moved by Alderman Sir Percival Bower, seconded, and Resolved:
30,218. That the proposal to re-transfer to the Estates Committee
approximately 510 square yards of land fronting to Witton Lodge Road, at a transfer value of 15s. per square yard, for the reasons
set out in the foregoing report, be approved.
Bank Committee: July 20th 1931
Your Sub-Committee report that arrangements have
been made for the letting of the first floor flat at Perry Common branch:
lease to Mr Reginald Wallace, Dentist, for a period of 7
years from 24th June 1931 at a rental of £50 per annum with an option to renew for a further 7 years at a rental of £60 per annum,
the lessee to pay rates and bear costs of internal repairs.
The General Manager submitted the following report as to an application
received for the purchase of the wood building in Witton Lodge Road:
Wood Building - Witton Lodge Road.
Mr Frank Wilde has
received an offer from Mr Norton of Messrs Wragge & Co (Solicitors) acting on behalf of Miss Barrow, of £80 for the wood building
which has been used up till recently as the Perry Common Branch, together with the fencing and shrubs around such building. The offer
is subject to Miss Barrow being able to come to terms with the Estates Department on the question of ground rent. It is understood
that Mr Wallace Smith has expressed the view that there would be no difficulty in arranging a tenancy for 14 years with the proviso
that Miss Barrow could call at any time for a lease of 99 years on condition that a permanent building was erected. Mr Wilde had asked
for a payment of £100 for the building, fencing and shrubs, but as Mr Norton stresses the fact that the building would be acquired
for a charitable object he thought the offer he had made was reasonable and ought to be accepted. Mr Wilde desires the instructions
of the Committee as to whether he should insist on £100, which he considers the fair price, or whether he should accept the offer
of £80 made by Mr Norton.
4178 RESOLVED:- That the offer of Mr Norton on behalf of Miss Barrow of £80. 0. 0. for
the wood building, fencing and shrubs in Witton Lodge Road be accepted, subject to Miss Barrow being able to come to terms with the
Estates Department on the question of ground rent.
