The following Minutes have been extracted from the records
of the Bank's General Committee and its Sub-Committees.
 
The Minutes cover the period up to January 1938 which include the
early years of the Bank as a branch network was being established.
A number of sites were examined in Nechells Park Road before premises were acquired - but it was then considered more economical to demolish and build rather than reconstruct. After demolition work,  the Bank constructed a branch that was
opened by the Lord Mayor on May 7th 1927. Additional sites were also considered at Salford Bridge and near Aston railway station.

General Purposes Sub-Committee: February 12th 1923

 

The General Manager reported that Councillor Appleby, Mr Frank Wilde and himself had considered the suitability of property No 7, Nechells Park Road, for Bank purposes, but having regard to the condition of the property and the very short lease, they had come to the conclusion that it was inadvisable to proceed with the question of purchasing the leasehold. Mr Wilde, however, had been instructed to continue his enquiries as to the possibility of securing the freehold of this and the adjoining property.

 

255     RESOLVED:- That the action taken in the matter be confirmed.

 

General Purposes Sub-Committee: February 26th 1923

 

The Sub-Committee were informed that an opportunity had arisen of acquiring premises for Branch Bank purposes situate at 395, Nechells Park Road, consisting of a shop and dwellinghouse. It was understood that immediate possession of the dwellinghouse portion could be obtained, with the likelihood of possession of the shop being secured in October. It was pointed out that there was a possibility of the site of the premises in question being too near existing Branches, and it was

 

273    RESOLVED:- That the General Manager be instructed to arrange for a visit to the site to be made by the Chairman and Councillors Appleby, Gelling and Stephens; and that consideration of the matter be deferred pending the result of their investigations.

 

General Purposes Sub-Committee: March 12th 1923

 

On Minute No 273 (enquiries - 295 Nechells Park Road) the Sub-Committee were informed that the representatives appointed had visited the premises in question and were of opinion that the same were not suitable for Branch Bank purposes.

 

General Purposes Sub-Committee: May 14th 1923

 

348 Particulars were submitted to the Sub-Committee of property No 33, Nechells Park Road, the leasehold of which could be acquired at the sum of £1,400.

 

The Sub-Committee were of the opinion that no action should be taken in regard to these premises at the present time.

 

General Purposes Sub-Committee: April 14th 1924

 

519 The attention of the Sub-Committee was called to property No 390 Nechells Park Road, and the Chairman, Councillor Appleby, Alderman Simpson and the General Manager were requested to inspect the premises referred to, reporting their observations thereon in due course.

 

General Purposes Sub-Committee: May 12th 1924

 

On Minute No 519 the Sub-Committee were informed that the members appointed at the last meeting to inspect property 390, Nechells Park Road had seen the premises and were satisfied that the situation was a favourable one and the building suitable for a Branch Bank.

 

540     RESOLVED:- That the Chairman of the General Committee and General Manager be authorised to negotiate for the acquisition of the premises, and that the General Manager be instructed to ascertain what proportion of depositors at the Duddeston Branch reside in the District.

 

General Purposes Sub-Committee: June 2nd 1924

 

554 On Minutes Nos 519 and 540 (Property, 390 Nechells Park Road) the General Manager stated that enquiries were proceeding in the matter. Attention had been called to premises situated at No 1 Nechells Park Road, but it had been ascertained that the property was leasehold, having only 13 years unexpired. Further enquiries were, however, being made with regard to the possibility of acquiring the freehold.

 

General Purposes Sub-Committee: October 14th 1924

 

The General Manager presented the following Report:

 

 Nechells Park Road Property.

 

The properties which Messrs Shaw, Gilbert & Carver put forward situate at 390 and No 1 Nechells Park Road have now been dealt with, so the Minute in that respect can be discharged. Messrs Fleetwood, Deakin, Hendricks & Company offered property at No 411 Nechells Park Road, but after consideration the Chairman of the Bank Committee turned down the same.

 

On Minutes Nos 540 and 554 (Properties in Nechells Park Road), the General Manager reported that the properties Nos 390 and 391, Nechells Park Road had been inspected, but had been found unsuitable for Bank requirements.

 

584     RESOLVED:- That Minutes Nos 540 and 554 be discharged, and the General Manager be directed to continue enquiries in this district for suitable premises.

 

General Purposes Sub-Committee: October 12th 1925

 

On Minutes Nos 611/669 (Sites for Branches) the General Manager presented the following report:

 

Sites for Branches

 

A special Sub-Committee, consisting of the Chairman and Councillor Stephens, visited several sites, and have furnished reports to the Committee on their visits. Sites which the Committee have in mind include Nechells Green.

 

General Purposes Sub-Committee: December 14th 1925

 

On Minute 584 (proposed branch in Nechells District) the General Manager reported that property No 410 Nechells Park Road, consisting of a double fronted shop with house and buildings at the rear, was offered for sale at the Grand Hotel on Tuesday, the 8th instant, with vacant possession.

 

The Chairman of the full committee authorised Mr Wilde to attend the sale with power to purchase the property (which was valued by Mr Wilde at £1,200) at a sum of not exceeding £1,000 and the latter was successful in purchasing the property for the Bank at £850.

 

815     RESOLVED:- That the action of Mr Councillor Appleby be approved, and that the General Committee be recommended to instruct the Town Clerk to complete the purchase subject to the confirmation of the City Council.

 

816     RESOLVED:- That Minutes Nos 611 and 669 (Sites for branches) be discharged.

 

Bank Committee: December 21st 1925

 

The following report of the General Purposes Sub-Committee was presented:

 

Purchase of Property at Nechells.

 

Your Sub-Committee report that freehold property No 410 Nechells Park Road, consisting of a double fronted shop and house with buildings at the rear, was offered for sale at the Grand Hotel on Tuesday, the 8th December, with vacant possession, and Mr Frank Wilde (who had been authorised by the Chairman of your Committee to attend the sale with power to purchase at a sum not exceeding £1,000) was successful in purchasing the property for the Bank at £850. Mr Wilde valued the property at the sum of £1200.

 

Your Sub-Committee recommend that the Town Clerk be instructed to complete the purchase at the sum named, and to enter into the necessary Agreement, affixing the Corporate Seal thereto.

 

2205   RESOLVED:- That the Town Clerk be instructed to complete the purchase of freehold property No 410 Nechells Park Road at the sum of £850 subject to the approval of the City Council, and to enter into any necessary agreement, affixing the Corporate Seal thereto.

 

General Purposes Sub-Committee: January 11th 1926

 

848a With reference to the required alterations to the premises in Nechells Park Road it was decided that on the approval of the City Council being obtained to the purchase, the General Manager arrange with the City Surveyor to carry out a temporary structural alteration at 410, Nechells Park Road so as to use the premises for an evening Branch and to make satisfactory dwelling accommodation.

 

General Purposes Sub-Committee: February 8th 1926

 

On Minute No 848a (Alterations at Nechells Park Road premises) the General Manager pointed out that it was not proposed to undertake an extensive alteration scheme, but to adapt the premises for an evening bank, and make satisfactory dwelling accommodation.

 

871     RESOLVED:- That the Chairman, with Mr Councillor Appleby and the General Manager be asked to visit the property to decide upon the alterations required to meet the above requirements.

 

Bank Committee: February 15th 1926

 

2257 The following Minutes of the City Council passed on presentation of the interleaved Report of the Bank Committee on the 2nd February 1926 were received:

 

It was moved by Mr Councillor Appleby, seconded by Mr Councillor Booth, and

Resolved: 27,538. That the purchase of the freehold property, No 410, Nechells Park Road, by the Bank Committee for Bank purposes, at the price of £850, be approved and confirmed, the purchase money being defrayed from the funds of the Bank.

 

On Minute No 2205 (410, Nechells Park Road) the Town Clerk reported as follows with reference to the completion of the purchase of the property:

 

January 19th 1926

Minute No 2205 - 410 Nechells Park Road.

As instructed by the above Minute I have completed the purchase from Messrs J Watkins and A E Clare of 410, Nechells Park Road, and have made the following payments herein:

 

Purchase money and interest

£851. 10. 2d.

Stamp duty

8.10. 0.

           

2260  RESOLVED:- That Minute No 2205 be discharged.

 

Report to the City Council: February 2nd 1926

 

PURCHASE OF PREMISES AT NECHELLS.

 

Your Committee report that, after repeated attempts, they have been able to secure premises for the Branch Bank to serve the Nechells district.

 

The property in question, which is freehold, is situate at No 410, Nechells Park Road, and comprises double fronted two-storey premises having a frontage to Nechells Park Road of 29 feet, and being within 25 yards of Nechells Green. There is a large concreted yard, workshops and other buildings at rear, with a gateway entrance from Thimble Mill Lane. The property has been used as business premises, but it will be possible to provide satisfactory dwelling accommodation in addition to the Bank requirements. Plan A attached to this report shows the situation of the property, which is indicated by pink colouring. The purchase price is £850, which the Committee are professionally advised is a reasonable figure.

 

They therefore ask the Council to approve the purchase, the cost of which will be defrayed out of the funds of the Bank.
 

General Purposes Sub-Committee: March 8th 1926

 

On Minutes Nos 848/871, (Nechells Park Road property) the Sub-Committee were informed that the property had been inspected by Councillor Appleby and the General Manager, who did not consider the building to be in such a condition as to permit of suitable alterations, and they were of opinion that it was desirable to demolish the premises and rebuild. The Sub-Committee were also informed that on examination it was found that a former passage (which had been bricked up) was in existence between the Bank property and adjoining property, and that the latter would probably be affected by the demolition scheme. As it was, therefore, they felt that it might be desirable to purchase such adjoining premises, enquiries had accordingly been made, but it was found that the owners had already agreed to sell to another party.

 

895    RESOLVED:- That arrangements be made for members of this Sub-Committee to visit the property with a view to making suitable recommendations to the General Committee at their next meeting.

 

General Purposes Sub-Committee: March 15th 1926

 

The General Manager reported as to premises at Nechells:

 

PREMISES AT NECHELLS.

 

The Council approved, on the 2nd February 1926, of the purchase of No 410 Nechells Park Road for the purposes of the Bank. At the time the property was bought at auction a shop and dwelling accommodation adjoining, No 411 Nechells Park Road, were for sale, but the instructions to the Valuer were only to buy No 410.

 

The Chairman and General Manager, accompanied by Mr Ballard, inspected these premises recently, and found that to attempt to alter them for the purpose of a Bank would be a very expensive matter, and probably more costly than demolishing and re-building on the site. It was further thought that the passage between Nos 410 and 411, which has been built up, would affect the property from the point of view of demolition.

 

As No 411 was vacant at the time of the inspection, the Chairman directed that Mr Wilde should see whether it would be possible to buy the premises at a reasonable figure, he having placed a valuation on the same of £400. Mr Wilde looked into the matter and reported that the Agents had practically agreed to sell the property to someone else at £450 leasehold, with a ground rent of £10, and that if for any reason that agreement went off thy would require a similar payment. Mr Wilde has carefully examined the property, and states that the old passage was not a party one and entirely belongs to the Bank, and that demolition up to that point cannot be questioned, although it may be that lateral supports to the adjoining property may be necessary. That would be a matter for the Building Surveyor.

 

Having regard to these facts, it is recommended that the premises be demolished and a new Bank and house built on the site, and that the City Surveyor should be instructed to prepare plans for a suitable scheme with estimate of cost, and that the Committee should give the City Surveyor an idea of the amount they are prepared to go to for the new erection.

 

901    RESOLVED:- That the General Committee be recommended to approve that the premises No 410 Nechells Park Road be demolished, and a new Bank and house built on the site; also to direct the City Surveyor to prepare plans for a suitable scheme for carrying out such proposals and to submit same with an estimate of the cost.

 

Bank Committee: March 15th 1926

 

The following report and supplemental report of the General Purposes Sub-Committee were presented:

 

Nechells Premises - Proposed Demolition.

 

Consideration has been given to the steps necessary to deal with the property recently purchased at No 410, Nechells Park Road. The property has been inspected by the Chairman (Councillor Appleby) and the General Manager who do not consider the buildings to be in such a condition as would admit of suitable alterations, and they are of opinion that it is desirable to demolish the premises and rebuild. On examination it was found that a former passage (which had been bricked up) was in existence between the Bank property and the adjoining premises, and that the latter would probably be affected by a demolition scheme. It was therefore felt that it might be desirable to purchase the adjoining premises to enable a more satisfactory building scheme to be carried out. Enquiries were accordingly made with this object in view, but it was found that the owners had already agreed to sell to another party.

 

It was decided that members of your Sub-Committee should visit the premises and it is proposed to report further to your Committee at their meeting on Monday next.

 

Premises at Nechells.

 

Consideration has been given to the utilisation of the property acquired at 410 Nechells Park Road, and it appeared that to adapt the premises for Bank purposes would be a most expensive proposition, and in all probability as costly as demolishing the premises and rebuilding.

 

Your Sub-Committee, therefore, recommend that the necessary steps be taken to demolish the property, and that the City Surveyor be instructed to prepare plans for a suitable scheme for erection of Bank premises on the site, and to submit the same to your Sub-Committee together with an estimate of the cost of carrying out the work.

 

2306   RESOLVED:- That the necessary steps be taken to demolish the premises at No 410, Nechells Park Road; and that the City Surveyor be instructed to prepare plans for a suitable scheme for the erection of Bank premises on the site and to submit the same to the General Purposes Sub-Committee together with an estimate of the cost of carrying out the work.
