1638 RESOLVED: That the report of the Finance Sub-Committee be approved and the action taken in accepting tenders for the carrying out of various works at Branches, as therein indicated, be confirmed.

 

Bank Committee: January 29th 1924

 

With reference to the arrangement arrived at for the transfer to the Public Works and Town Planning Committee of freehold interest at Nos 301 and 302, Monument Road, the General Manager submitted a plan showing the freehold to be allocated to the Public Works and Town Planning Committee, in addition to the portion of land surrendered to them for road improvement purposes. The General Manager stated that the Public Works Department suggested a payment of £17. 10. 0. in respect of the transfer to them of the freehold of Nos 301 & 302, Monument Road, with right of way.

 

1659   RESOLVED:- That the General Manager be directed to instruct Mr Frank Wilde to act on behalf of the Bank in fixing the value of the transfer.

 

General Purposes Sub-Committee: March 10th 1924

 

The General Manager reported that in accordance with the instructions of the General Committee, Mr F Wilde had been in communication with the Public Works Department as to the amount to be paid to the Bank in respect of the land to be transferred at the corner of Monument Road and Icknield Port Road, and had, subject to the approval of the Committees concerned, agreed the sum of £277.

 

499     RESOLVED:- That the General Committee be recommended to approve the above arrangements.

 

Finance Sub-Committee: March 10th 1924

 

Accounts were submitted from the Public Works Department in respect of the alterations at the Stirchley branch amounting to the sum of £935- 1- 0 and the provision and erection of a temporary hut at Ladywood, for the sum of £189-12- 2.

 

221     RESOLVED: That the Chairman of the General Committee the Chairman of this Sub-Committee and the General Manager be requested to confer with the City Surveyor with regard to these charges.

 

Estimates for the provision of enamel signs and leaded lights at the Ladywood and Handsworth branches were submitted:

Bank Committee: March 17th 1924

 

On Minute No 1517, the following report of the Town Clerk was received as to the surrender by Mr Meadows of his interest in property 301 and 302 Monument Road, and the taking out by him of a fresh lease:

 

February 20th 1924

 

301 -2, Monument Road.

Meadows and the Corporation.

 

I have to report that Mr Meadows has now surrendered to the Corporation his interest in the above property.

 

Mr Meadows has taken a fresh Lease upon the same terms and conditions excepting that a small area has been added at the rear and a new passage substituted for the old one and that the rent has been increased in accordance with your instructions to £5. 10. 0. per annum.

 

I have paid 15/- stamp duty.

 

1687   RESOLVED:- That the report be approved and Minute No 1517 discharged.

 

1701 The following report of the General Purposes Sub-Committee was presented:

 

Freehold land at Ladywood.

 

Your Sub-Committee report that on their instructions, Mr Frank Wilde, the Bank's Valuer, has been in communication with the Public Works Department and has agreed that, subject to the approval of the Public Works and Town Planning Committee, the sum of £277 should be paid to the Bank Committee in respect of the land and freehold interest transferred to the Public Works Department at the corner of Icknield Port Road and Monument Road, Ladywood.

 

Your Sub-Committee recommend that the arrangement above referred to be approved.

 

1703   RESOLVED:- That the proposal that the sum of £277 be paid by the Public Works & Town Planning Committee in respect of the transfer to them of the land and freehold interest at the corner of Icknield Port Road and Monument Road be approved.

 

General Purposes Sub-Committee: April 14th 1924

 

522 The General Manager called the attention of the Sub-Committee to a complaint received as to alleged damage to the gable and eaves at the house adjoining the Ladywood Branch in Icknield Port Road. The General Manager intimated that he had asked the City Surveyor to look into the matter and he would report later.

 

Finance Sub-Committee: April 14th 1924

 

231 On Minute No 221 (Charges for alterations at Stirchley and Ladywood) the Sub-Committee were informed that the Chairman of the General Committee and the General Manager had interviewed the City Surveyor, with the result that a slight reduction had been made in the account for alterations at Stirchley Branch, the figure agreed being £909. 2. 10. instead of £935. 1. 0. It was also understood that an allowance would be made on the resale of the hut utilised for Bank purposes at Ladywood.

 

Bank Committee: April 28th 1924

 

On Minutes Nos 1562 and 1659, the following Minute of the City Council was received approving the transfer to the Public Works and Town Planning Committee of the freehold interest in Nos 301 and 302, Monument Road:

 

It was moved by Mr Councillor Talbot, seconded by Mr Councillor Lee, and Resolved:

26,742. That the proposed transfer from the Bank Committee to the Public Works and Town Planning Committee of land in Monument Road required for street improvement upon the terms set out in the foregoing report, be approved and confirmed.

 

The following Minute of the Public Works and Town Planning Committee on this matter was also received:

 

18795 RESOLVED:- That the terms arranged with the Bank Committee for the transfer to the Public Works Committee of the freehold premises Nos 301 and 302, Monument Road for road widening purposes, as set out in the report of the Town Planning Sub-Committee, be approved.

 

Widening of Monument Road.

Property acquired by the Municipal Bank.

 

Your Committee will remember that the City Surveyor was instructed to arrange with the Bank Committee to take over at an agreed price the freehold premises Nos 301 and 302, Monument Road, which are required for the future widening of that road and which were originally acquired by the Bank Committee in connection with the establishment of a Bank at the junction of Monument Road and Icknield Port Road and are not now required by them. The following terms have now been tentatively agreed upon:

1735 The following report of the Finance Sub-Committee was presented:

 

Charges for Alterations at Stirchley and Ladywood.

 

Your Sub-Committee report that accounts have been received from the Public Works Department in respect of alterations at the Stirchley Branch, for the sum of £935. 1. 0, and for the provision and erection of a temporary hut at the Ladywood Branch for the sum of £189. 12. 2.

 

Your Sub-Committee were of the opinion that the Public Works Department should be approached with a view to these charges being reduced, if possible, and as  the result of a conference with that Department, a slight reduction has now been made in the account for alterations at the Stirchley Branch, the figure agreed being £909. 2. 10. It is also understood that an allowance will be made to the Bank on the re-sale of the hut referred to at Ladywood. Instructions have been given to the General Manager to pass such accounts for payment.

 

1736   RESOLVED:- That the action taken in authorising the payment of the accounts in respect of alterations at the Stirchley Branch at the sum of £909. 2. 10. and the provision and erection of a temporary hut at the Ladywood Branch, at the sum of £189. 12. 2. be confirmed.

 

General Purposes Sub-Committee: May 12th 1924

 

541 On Minute No 522 the General Manager stated that he had communicated with the City Surveyor on the question of alleged damage to the gable and eaves at the house adjoining the Ladywood Branch premises. The City Surveyor stated that no damage had been caused.

 

General Purposes Sub-Committee: June 2nd 1924

 

The General Manager reported that arrangements had been made for the new premises at Ladywood to be opened on the 14th June by the Lady Mayoress.

 

He pointed out that it would be necessary to remove the temporary hut which had been used during the progress of the alterations in order to provide the right of way for Mr Meadows, and when this was done it would have to be decided what should be done with the vacant land. Mr Ballard indicated what land would be left and it was:

 

551     RESOLVED:- That the matter be referred to the Chairman and Councillors Appleby and Gelling to inspect and report their recommendations.
 

Bank Committee: July 7th 1924

 

The General Manager presented the following report as to land adjoining Bank premises at Ladywood:

 

Ladywood Site.

 

The tenant of premises adjoining the Bank is pressing for his right of way from Icknield Port Road to be now made, and the contractor also desires to finish off his contract, which cannot be done until the temporary hut is removed.

 

Mr Frank Wilde has been instructed to dispose of the hut at the best price possible, without further delay.

 

Councillors Appleby and Cooper with the General Manager inspected the site on Saturday and came to the conclusion that the suggestion of erecting lock-up shops should not be proceeded with, and that the space now taken up by the hut should be suitably walled or fenced in, and the tenant of the house be allowed to use the space as a garden. With a view to economy in erecting a fence or wall, and to give a larger space for a garden, Mr Wilde has been instructed to communicate with the freeholder of the land adjoining and to lease, if possible, a small portion of his land which is not used. Failing Mr Wilde being able to obtain such a lease, the boundary belonging to the Bank will be fenced or walled off as stated above.

 

The Committee are asked to approve of the foregoing arrangements and to authorise the Chairman and General Manager to accept an offer for the hut, and carry out the walling or fencing referred to.

 

1810   RESOLVED: That the arrangements mentioned in the foregoing report with reference to the surplus land at Ladywood, be approved, and that the Chairman and General Manager be authorised to accept a suitable offer for the purchase of the hut above mentioned and to endeavour to secure a lease of a small additional piece of land from the freeholder of adjoining land, and to have carried out the walling or fencing required.

 

General Purposes Sub-Committee: July 14th 1924

 

On Minute No 551 (Ladywood site) the General Manager reported that the hut which had been temporarily utilised for bank purposes had now been disposed of for the sum of £35. He pointed out the urgency of making arrangements for the right of way to be given to Mr Meadows in accordance with the agreement entered into.

 

565     RESOLVED:- That the General Manager be instructed to take immediate steps for the right of way above referred to be provided and also to make enquiries regarding the possibility of securing a small additional piece of back land to enlarge the open space at the rear of the bank, proposed to be attached to the living accommodation.

 

General Purposes Sub-Committee: October 14th 1924

 

On Minute No 565 (Ladywood Site) the General Manager reported that the right of way for Mr Meadows had now been made and the boundary walls erected.

 

The negotiations for an additional strip of land at the rear had fallen through, the Owners not being disposed to sell.

 

587    RESOLVED:- That Minute No 565 be discharged.
