General Purposes Sub-Committee: October 14th 1929

 

The General Manager reported that his attention had been drawn to properties 112, Balsall Heath Road, 438 Fox Hollies Road and the corner of Bromsgrove Street and Dean Street, which properties he was informed were available for sale.

 

1439   RESOLVED:- That as the requirements of the Bank in these areas have been met, no action be taken in the matter.

General Purposes Sub-Committee: December 8th 1930

 

1607 With reference to Bushmore Farm Estate, Acocks Green, the General Manager reported that a Sub-Committee of the Public Works & Town Planning Committee had agreed to the proposed transfer of land to the Bank, and negotiations were in progress with the District Valuer as to the price. The Minute was continued.

 

General Purposes Sub-Committee: January 12th 1931

 

On Minute No 1607 (Bushmore Farm Estate, Acocks Green) the Sub-Committee were informed that the District Valuer had valued the proposed Bank site of 400 square yards of land at the sum of £300 including road making and other charges. Mr Frank Wilde's valuation of the land as it stood was £200, with an alternative monopoly valuation not exceeding £250 if there should be a demand by multiple shopkeepers for shops in this position. Mr Wilde has also expressed the view that the proposed site was not so valuable for Bank purposes as might otherwise be the case because of the proposed erection of a church on one side and a public hall on the other, and had pointed out that the Co-operative Society had already taken premises a little distance away where a market position had developed.

 

1621   RESOLVED:- That the General Manager be instructed to inform the Estates Department that the Bank are not prepared to purchase the land at the price of £ General Manager 300, it being considered that the valuation of the District Valuer is too high; and that consideration of the proposed transfer be deferred for the present.

 

General Purposes Sub-Committee: February 9th 1931

 

On Minutes Nos 1607 and 1621 (Bushmore Farm Estate, Acocks Green) the Sub-Committee were informed that the Estates Department had asked for the decision of the Bank as to taking over the site.

 

1636   RESOLVED:- That the General Manager be instructed to inform the Estates Department that the Sub-Committee are still of opinion that the price for the land is excessive and unless the same can be substantially reduced, the Committee cannot see their way to take over the site.

Site: Bushmore Farm Estate

 

The General Manager reported that he had received a letter from the General Manager of the Estates Department, enclosing copy of one received from the District Valuer who adhered to his figure of £300 as against Mr Wilde's valuation of £200.

 

The Committee were not convinced that the proposed site was best suited for the requirements of the Bank, and as there was such a difference in opinion as to the value of the land, it was:

 

3997   RESOLVED:- That the proposed to take over the site on the Bushmore Farm Estate and the Estates Committee be informed accordingly.

On Minutes Nos 1607 and 1636 (Bushmore Farm Estate) the General Committee having abandoned the proposed transfer, it was:

General Purposes Sub-Committee: April 13th 1931

 

1653 The General Manager reported that the City Surveyor was desirous that the Bank should take over the site on the Bushmore Farm Estate, but the decision of the Bank Committee not to take over the site at a price in excess of Mr Wilde's valuation of the land had been confirmed by the Chairman of the General Committee and the Chairman of the Sub-Committee.

4159 The following report of the Finance Sub-Committee was presented:

 

Renewal of Lease - Acocks Green Branch Flat,

 

Arrangements have been made to renew the Lease of this flat, which will expire on the 29th September next, to Mr A Flavell, an employee in the Gas Department for a further period of three years at a rental of £45 per annum, plus rates and cost of internal repairs. Your Sub-Committee recommend that this arrangement be confirmed and the Town Clerk instructed to prepare and seal a necessary documents.

 

4162   RESOLVED:- That the arrangements made for the renewal of the lease of the Acocks Green Branch flat to Mr A Flavell for a further period of three years, at a rental of £45 per annum, plus rates and cost of internal repairs, be approved; and that the Town Clerk be instructed to prepare and affix the Corporate Seal to any necessary document.

 

Bank Committee: October 19th 1931

 

On Minute Nos 4162 (renewal of Lease, Acocks Green Branch) the Town Clerk presented the following Report:

I have to report that in accordance with the above Minute I have completed a Lease to Mr Arthur Flavell of the flat at the Acocks Green Branch of the Bank, for a further term of three years from the 29th September last, at the rent of £45.

 

4192   RESOLVED:- That Minute No 4162 be discharged.

 

R1058: General Purposes Sub-Committee: December 14th 1931

The General Manager reported as to the necessity for alterations and extensions at Sparkhill, Saltley and Acock's Green Branches. A plan was submitted, prepared by Mr Stewart Evans, of the proposed alteration of the Sparkhill Branch to give increased accommodation, at a total estimated cost of £1,570, and it was:

 

1713A       RESOLVED:- That the plan of the proposed alterations at Sparkhill Branch be approved and the General Manager instructed to take the necessary steps for obtaining tenders for carrying out the work.

 

General Purposes Sub-Committee: February 8th 1932

 

The General Manager submitted the following report as to the enlargement of Acocks Green Branch and submitted a plan in regard thereto prepared by the Architect (Mr Harold Scott):

 

Enlargement of Acocks Green Branch.

 

Mr Harold Scott, Architect, has prepared a plan for enlarging the above Bank premises so as to provide larger public space and increased counter and strong room accommodation.

 

The proposed alterations would give a counter run of 34ft, with a 10ft private office, and the strong room would be enlarged to 120 super: ft. The public space in front of the counter would be 10ft deep, and satisfactory lighting to the premises would be provided by sky-lights.

 

The alterations involve taking in a portion of the downstairs living accommodation attached to the Branch, and a slight alteration upstairs.

 

The estimated cost of the alterations is £1,600.

 

1735   RESOLVED:- That the General Committee be recommended to approve the plan and scheme for the enlargement of Acocks Green branch above referred to at an estimated cost of £1600, and to authorise that tenders be obtained for carrying out the work.

 

General Purposes Sub-Committee: February 15th 1932

 

Your Committee have had submitted to them a plan prepared by Mr Harold Scott for the enlargement of the Acocks Green Branch at an estimated cost of £1600, and a plan prepared by Mr W Norman Twist, Architect, for the enlargement of the Saltley Branch at an estimated cost of £1750.

 

Your Sub-Committee recommend that the plans (which will be submitted to the Meeting of your Committee), be approved and that the General Manager be instructed to obtain tenders for carrying out the works.

 

Bank Committee: February 15th 1932

 

4327   RESOLVED:- That the plans submitted for the enlargement of the Acock's Green Branch at an estimated cost of £1,600 and for the enlargement of the Saltley Branch at an estimated cost of £1,750, be approved; and that the General Manager be instructed to obtain and submit to the General Purposes Sub-Committee tenders for the carrying out of the works.

 

General Purposes Sub-Committee: March 14th 1932

 

The General Manager reported that in connection with the proposed enlargement of the Acocks Green Branch premises, the tenant (Mr Flavell) had been informed of the details of the proposed alterations. Mr Flavell had intimated that he was only prepared to give facilities to the alterations affecting his lease to be carried out on condition that suitable alternative accommodation was found and that compensation be awarded to him for disturbance etc.

 

Mr Flavell had not accepted the General Manager's invitation to call at the Head Office to discuss the question and after consideration, it was:

 

1751   RESOLVED:- That Councillor Hume, who is also a member of the Committee, be requested to interview Mr Flavell, who is an employee of the Gas Department, with a view to suitable arrangements being made.

 

General Purposes Sub-Committee: April 11th 1932

 

On Minute No 1751 (proposed enlargement of Acocks Green branch) the Sub-Committee were informed that Councillor Hume and the General Manager had interviewed Mr Flavell (the tenant of the flat) with a view to arriving at a basis of settlement in respect of his temporary removal to premises at the Heybarnes Branch in order to facilitate the progress of the proposed alterations at Acocks Green. The following offer had been made to Mr Flavell:

 

1. To pay the cost of removal of furniture etc from Acocks Green branch to Heybarnes branch, and back again.

2. To release Mr Flavell from his obligation to pay rent in respect of the Acocks Green premises during his absence therefrom.

3. To allow Mr Flavell to reside at Heybarnes branch free of rent, rates etc.

4. To re-imburse him in respect of any reasonable expenditure incurred in providing curtains and floor coverings at Heybarnes branch.

5. On completion of alterations at Acocks Green to arrange for the long passage leading to Mr Flavell's apartments to be cleaned by the Bank cleaners three times per week without charge to Mr Flavell.

6. To instruct the Architect to make minor alterations to the kitchen and bedroom for the purpose of improving the Acocks Green premises from the tenant's point of view.

 

Mr Flavell had also been given the option of remaining at the Heybarnes flat at a rental of £45 per annum plus rates and cost of internal repairs but a letter had been received from the Gas Department saying they would not sanction such an arrangement.

 

Mr Flavell in addition to the above arrangements had asked for an allowance to be made in respect of the cost of lunches and travelling expenses for his son and himself during his occupation of the Heybarnes flat. Alternatively Mr Flavell had intimated that he was prepared to accept a lump sum of £79 in respect of removal and out-of-pocket expenses. The Sub-Committee were of the opinion that the offer made on behalf of the Bank was most reasonable and equitable, and it was accordingly:

 

1759   RESOLVED:- That Mr Flavell be informed that the Bank are not prepared to grant any additional concessions to those already offered as outlined above, and in the event of this offer not being accepted the Bank Committee would consider deferring the proposed alterations at Acocks Green until the termination of Mr Flavell's lease, in which event they would not be inclined to grant him any extension.

Proposed Enlargement of Acocks Green Branch.

 

Your Sub-Committee report that the Gas Committee have arranged to carry out alterations to their premises at Acocks Green in conjunction with the enlargement of the branch Bank premises, It is, therefore, recommended that the Chairman with the General Manager be empowered, in conjunction with the Chairman and General Manager of the Gas Department, to accept the most suitable tender for carrying out the work.

4440  RESOLVED:- That the Chairman, with the General Manager, be empowered, in conjunction with the Chairman and General Manager of the Gas Department, to accept the most suitable tender for the enlargement of the Acock's Green Branch premises; and that the Town Clerk be instructed to enter into any necessary contract, affixing the Corporate Seal thereto.

 

General Purposes Sub-Committee: June 20th 1932

 

Extension of Acock's Green Branch.

 

As authorised by Minute No 4440, the Chairman of the General Committee and the General Manager, in conjunction with the Gas Committee, who were also extending their premises, accepted the tender of Messrs A Pearce & Son for the extension of the Acock's Green premises, the cost of the Bank portion of the extension being £1,725, including alterations to the living accommodation.

 

Your Sub-Committee have, accordingly, instructed the Town Clerk to enter into the necessary contract with Messrs Pearce & Son.

4475   RESOLVED:- That the acceptance of the Tender of Messrs A Pearce and Son for the extension of the Branch Bank Premises at Acock's Green at the sum of £1,725 be confirmed, and that the action taken in instructing the Town Clerk to prepare any necessary Contract, affixing the Corporate Seal thereto, approved.

I have to report that the following Contract is now duly completed:

 

A Pearce & Son - Carrying out alterations and additions to the Acocks Green branch bank.

 

Bank Committee: December 19th 1932

 

4604   With reference to the proposed illumination of the Acocks Green branch in conjunction with the Gas Department, (estimates for which had been considered at the last meeting of the General Purposes Sub-Committee) the Committee were informed that the Gas Department, after negotiations, were prepared to reduce the cost of maintenance and supply of Gas per lamp from £6. 15. 0d. per annum to £3. 14. 0d. per annum.

 

The Committee considered this to be a reasonable charge and decided to accept this estimate on the understanding that three lamps shall be installed at an agreed charge of £24. 17. 0d. plus the maintenance and supply charges.

Works at Branches.

Bank Committee: October 16th 1933

 

The General Manager submitted an application for the tenancy of the Acocks Green flat; it being intended that the tenant should live on the premises but that once a week meetings connected with Toc H should be held on the premises.
