Bank Committee: June 18th 1923

 

1449 The following Minutes of the City Council, passed on the presentation of the Committee’s report on the 5th June last, were received:

It was moved by Mr Councillor Appleby, seconded by Mr Alderman Lancaster, and Resolved:

 

26,4407. That the Bank Committee, be and they are hereby, authorised to proceed, on the lines indicated in their report, with the demolition of the premises Nos 299 and 300, Monument Road, and the erection of a one-storey Bank and dwelling-house on the site thereof, at an approximate cost of £2,000, such sum to be defrayed out of the funds of the Bank.

 

1458 The following report of the General Purposes Sub-Committee was presented:

 

Ladywood Branch.

 

It will be recollected that your Committee at their last meeting decided to refer the Tenders received for the erection of new premises at the corner of Monument Road and Icknield Port Road to this Sub-Committee for consideration and report, in view of the disparity which existed between such Tenders and the original estimate of the City Surveyor for the carrying out of the work. Your Sub-Committee have ascertained that the difference was in the main accounted for by the fact that the quantities were prepared on plans and specifications drawn up on a more elaborate scale than was the intention of the Committee, and that bank furniture and fittings had been included. Instructions have been given for a modified scheme to be prepared for alterations amounting to £2,000 - £2,500, and fresh tenders will be obtained.

 

1462 RESOLVED: That the report of the General Purposes Sub-Committee be approved, and the actions therein referred to confirmed.

 

Special Meeting of the Bank Committee: July 9th 1923

 

The following report of the General Purposes Sub-Committee was presented:

 

Reconstruction of Ladywood Premises.

 

Your Sub-Committee report that amended tenders have been received for the carrying out of a modified scheme for the reconstruction of the Ladywood Branch. The tenders being considerably in excess of the City Surveyor's estimate for the carrying out of the work and appearing to be out of proportion to tenders received for alteration scheme at other Branches, your Sub-Committee cannot see their way to recommend the acceptance of any of the tenders referred to.

 

They therefore recommend that in view of the urgency of the matter, the Chairman of your Committee with Mr Councillor Gelling and the General Manager be authorised, in conference with the City Surveyor, to make such revision in the scheme as they may consider desirable.

 

1470   RESOLVED:- That the question of the reconstruction scheme for Ladywood Branch be referred to the Chairman, Mr Councillor Gelling and the General Manager with authority, in conference with the City Surveyor, to make such revision in the scheme as they may consider desirable and to accept the most suitable tender for the carrying out of the work; also that the Town Clerk be empowered, on the acceptance of such tender, to prepare and affix the Corporate Seal to the required Contract.

 

General Purposes Sub-Committee: July 9th 1923

On Minutes Nos 300 and 357, the following amended tenders were received and opened for the carrying out of a modified scheme for the reconstruction of the Ladywood Branch:

 

The Sub-Committee were of opinion that, in view of the fact that the above tenders were still considerably in excess of the City Surveyor's estimate for carrying out the work, and appeared to be out of proportion to tenders which had been received for alteration scheme at other branches, they could not recommend the General Committee to accept any of the above tenders. After consideration it was

 

384    RESOLVED:- That the General Committee be recommended, on the ground of urgency, to refer the matter to their Chairman and Councillor Gelling with the General Manager, with authority in conference with the City Surveyor to make such revision in the scheme as they may consider desirable, and to accept the most suitable tender for the carrying out of the work; also to authorise the Town Clerk to prepare and affix the Corporate Seal to the required Contract.

General Purposes Sub-Committee: July 23rd 1923

 

390 On Minutes Nos 357 and 384 (Ladywood Branch Reconstruction) the Sub-Committee were informed that the representatives appointed to deal with this matter had seen the City Surveyor and the latter had been directed to have a modified scheme prepared. Tenders would be invited from the six firms who tendered the lowest for the original scheme.

 

The Sub-Committee discussed the desirability of disposing of the freehold interest in Nos 301 and 302 Monument Road which it had been necessary to acquire from the Birmingham Dispensary in order to obtain the freehold of Nos 299 and 300.

 

393     RESOLVED:- That the General Manager be instructed to ascertain if the freehold interest in Nos 301 and 302 Monument Road is required by the Public Works Department.

 

General Purposes Sub-Committee: October 8th 1923

 

On Minutes Nos 357 and 384 (Reconstruction - Ladywood Branch) the following Report of the special Sub-Committee appointed to deal with the matter was received.

 

LADYWOOD BRANCH RECONSTRUCTION.

 

It will be recollected that as the tenders obtained for the carrying out of the original scheme for the reconstruction of the Ladywood premises were much in excess of the estimate approved by the City Surveyor, the matter was referred to a special Sub-Committee in conference with the City Surveyor, to make such revisions in the scheme as they may consider desirable, and to accept the most suitable tender for the carrying out of the work. The scheme was revised in certain particulars, and several firms were invited to tender, including the lowest tenderers under the original scheme. The following tenders were obtained for the carrying out of the work: 

It was decided to accept the lowest tender received, that of Mr P W Cox at the sum of £1,927, and the Town Clerk was accordingly instructed to prepare and seal the necessary contract in accordance with the authority contained in Minute 1470  of your Committee.

 

A communication was subsequently received from the Contractor, however, stating that a clerical error had been made in the amount of one of the items in the bills of quantities, and that the amount of the tender should be £2,277, an increase of £350.

 

Your Sub-Committee, having enquired into the circumstances, were satisfied that a clerical error had been made, and that as the amount of Mr Cox's revised tender was still the lowest of those received, it was decided to accept the alteration, and the Town Clerk has been notified accordingly.

 

398    RESOLVED:- That the action taken in accepting the tender of Mr P W Cox at the sum of £2277- 0- 0 for carrying out the required reconstruction of the Ladywood Branch, and authorising the Town Clerk to prepare and affix the Corporate Seal to the necessary contract, in accordance with the authority contained in Minute No 1470 of the General Committee, be confirmed.

 

On Minute No 303 (freehold 301 and 302 Monument Road), the General Manager reported that the Public Works &c Department had been approached upon the matter, and had intimated that they would be prepared to purchase the freehold referred to on agreed terms, subject to the consent of the City Council being obtained.

 

403     RESOLVED:- That the General Committee be recommended to agree to the transfer subject to the conditions mentioned.

 

Bank Committee: October 15th 1923

 

1513 The following reports of the General Purposes Sub-Committee was received:

 

Ladywood Branch Reconstruction.

 

It will be recollected that the tenders obtained for the carrying out of the original scheme for the reconstruction of the Ladywood premises were considerably in excess of the estimate approved of by the City Council.

 

On the authority of your Committee, the scheme has been revised in certain particulars, and in accordance with the authority contained in Minute No 1470 the tender of Mr P W Cox at the sum of £2277 for the carrying out of the work has been accepted, and the Town Clerk authorised to prepare and affix the Corporate Seal to the requisite Contract.

 

Freehold No 301 and 302 Monument Road.

 

The Committee will recollect that upon the acquisition of the freehold of the Ladywood Branch premises Nos 299 and 300 Monument Road, it was also necessary to acquire the freehold of Nos 301 and 302 Monument Road.

 

As the additional freehold referred to is not likely to be required for bank purposes, the Public Works Department have been approached upon the matter, and have intimated that they would be prepared to purchase the freehold referred to on agreed terms, subject to the consent of the City Council being obtained.

 

Your Sub-Committee therefore recommend that subject to these conditions, the land be transferred to the Public Works Department.

 

Ladywood Branch – Arrangement with Mr Meadows.

 

An application has been received from Mr Meadows, one of the Lessors of 301/2 Monument Road, that the new right of way to be created on the giving up of the old right of way, consequent on the reconstruction of the new bank premises, should be made 6 ft wide in order to give him better access to the rear of his property. He further suggests that the piece of land immediately at the rear of the old right of way and at the back of the new bank premises should be leased to him. In consideration of this arrangement, he is prepared to pay to the Bank an additional ground rent of 10/- per annum.

 

Your Sub-Committee see no objection to the proposal, and they recommend that subject to any necessary consents of the sub tenants of No 301 Monument Road, being obtained, the arrangement be adopted, and the Town Clerk instructed to prepare and if necessary affix the Corporate Seal to any necessary document.

 

1516 RESOLVED: That the proposal to transfer the freehold of Nos 301 and 302, Monument Road to the Public Works and Town Planning Committee on terms to be agreed and subject to the consent of the City Council be approved.

 

With reference to the paragraph in the foregoing report relating to the Ladywood Branch reconstruction, the following report of the Town Clerk as to the completion and sealing of the Contract with Mr P W Cox was received:

 

September 29th 1923

 

LADYWOOD BRANCH BANK.

Minute No 1470

 

In accordance with the instructions contained in this Minute, I have prepared, completed and affixed the Corporate Seal to a Contract with Mr P W Cox.

 

1526 RESOLVED:- That Minute No 1470 be discharged.

 

Bank Committee: November 19th 1923

 

On Minute No 1516 (Freehold, 301 and 302, Monument Road) the following Minute of the Public Works and Town Planning Committee with reference to the proposed transfer was received:

 

17834. Resolved: That, subject to the approval of the City Council, the offer of the Bank Committee to transfer the freehold of Nos 301 and 302 Monument to the Public Works Committee be accepted, and that the City Surveyor be instructed to make the necessary arrangements in the matter.

 

1562 RESOLVED: That the Council be asked to sanction the proposed transfer of the freehold in Nos 301 and 302, Monument Road to the Public Works and Town Planning Committee at a proportionate cost in relation to the purchase price of the block, Nos 299 to 302 inclusive, Monument Road.

 

General Purposes Sub-Committee: December 10th 1923

 

446 The General Manager reported that with reference to the recent arrangement arrived at with Mr Meadows regarding the new right of way and the leasing of the piece of land at the rear of the Bank premises, it appeared that certain difficulties had arisen with regard to the terms of the arrangement and the matter was referred to the General Manager in conference with a representative of the Public Works Department, to endeavour to arrive at a satisfactory settlement with Mr Meadows in the matter.

 

Bank Committee: December 17th 1923

 

1603 The following report of the Finance Sub-Committee was received:

 

Tenders for Works.

 

Your Sub-Committee have accepted the estimate of the Gas Department for the supply and installation of their hot water circulatory heating system, lighting installation and other works at the Ladywood Branch, amounting to the sum of £87.

 

1606 RESOLVED: That the action taken in accepting the Tender for the carrying out of work at Ladywood Branch, as indicated in the foregoing Report be confirmed.
