Finance Sub-Committee: October 14th 1929
The General Manager reported that he had been approached by the Royal London Mutual Insurance Society asking if their application could be considered for the tenancy of the offices at Bristol Street premises, when erected, and Mr Wilde, with the aid of the Architect, had estimated that a reasonable rent in respect of such accommodation would be £65 per annum, plus rates, the lessee to be responsible for rates and interior repairs. The Insurance Society had now asked for the first refusal of the premises in question. It was:
370 RESOLVED:- That the General Manager be authorised,
if possible, to make arrangements to enter into the lease of the accommodation in question to the Royal London Mutual Insurance Society
on the terms mentioned, to date from the time when the premises are ready for occupation.

3606 The following report of the Finance Sub-Committee was presented:
Offices at Bristol Street premises.
An application has been considered from the Royal London Mutual Insurance Society for the lease of the offices at the Bristol Street premises and it has now been agreed to lease the offices to this Society for a term of seven years at a rental of £65 per annum, the Lessees to be responsible for rates and interior repairs, with an option to renew the lease for a further period of seven years at an increased rental of £10 per annum.
Your Sub-Committee recommend that the action taken in the matter be confirmed and that the Town Clerk be authorised to enter into the necessary lease, affixing the Corporate Seal thereto.
Tithe Rent Charge - Bristol Street premises.
An application has been made to the Bank by the Solicitors to the Freeholders of these premises for tithe rent charge amounting to 10/3d per annum.
Your Sub-Committee recommend that the Town Clerk be instructed to take steps to redeem such portion of the tithe rent charge on the property at Bristol Street as should properly be borne by the Bank.
Tenders for work at Bristol Street.
Your Sub-Committee report that the following tender has been accepted:

Report of the Town Clerk: January 31st 1930

have to report that I have completed a Lease to the Royal London Insurance Society Ltd, of two offices and waiting room on the first
floor of Nos 36 and 38 Bristol Street. The Lease is for 7 years from the 25th March 1930 at a rental of £65 per annum, and contains
an option for the Lessees to renew at the end of the term for a further 7 years at a rental of £75 per annum.
General Purposes Sub-Committee: May 12th 1930
The General Manager reported that Mr Wilde had called attention to the three overflow pipes which overhung the Bristol Street premises from the adjoining property.
1545 RESOLVED:- That the General Manager be directed
to instruct the Architect to ascertain if it is possible to remove the overflow pipes and if not that the necessary steps be taken
to obtain an easement rent in respect thereof.
General Purposes Sub-Committee: July 14th 1930
On Minute No 1545 (Bristol Street premises) the General Manager reported that Mr Wilde and Mr Twist (Architect) had considered the question of overflow pipes and rain water pipe and arrangements had been made for the overflow pipes to discharge on to the adjoining land. With regard to the rain water pipe it has been converted so as to discharge through the wall on to the adjoining site but in the opinion of the Architect it would be advisable to obtain an easement and the Town Clerk had accordingly been requested to enter into the necessary agreement.

I have to report
that I have completed an Agreement with Mr A L Crockford, relating to the position of a rain water pipe abutting over the Bank premises
as above, and providing that Mr Crockford shall not acquire an easement in respect thereof.

559 The General Manager reported that he had agreed to Mr C H Massey (a member of the staff) changing his residence from the Horse Fair
flat to one of the Moseley flats, and had asked Mr Wilde to procure a tenant for the Horse Fair flat.
Finance Sub-Committee: June 8th 1931
On Minute No 559 the General Manager reported that the tenant of the Horsefair Flat had now moved into the Moseley flat leaving the Horsefair flat vacant. An application had been received from a Mr Edwards for the tenancy of the Horsefair flat, but the Sub-Committee were not satisfied with the credentials submitted and furthermore were of opinion that the flat should be tenanted by a Police Officer if possible. It was accordingly:
564 RESOLVED:- That the General Manager be directed to approach the Divisional Superintendent of Police with a view to the occupation of the flat by a Police Officer.

Your Sub-Committee report that arrangements have been made for the letting of the Horse Fair flat on the following terms:
Letting to Mr John Fairford Crowder, Solicitor, for a period of 3 years from 24th June 1931 at a rental of £45 per annum
plus rates and cost of internal repairs.
General Purposes Sub-Committee: July 17th 1933
Tenancy of Flat at Horse Fair Branch.
The
tenant has applied for a year's extension of tenancy of this flat on existing terms, and your Sub-Committee recommend that the request
be complied with.
Bank Committee: August 23rd 1933
The Assistant General Manager submitted an application from the tenant of the flat at Horse Fair Branch for permission to erect a timber building at the bottom of the yard, and asking for an extension of his lease which expires on the 24th June 1934.
4869 RESOLVED:- That permission be granted for the erection of
the timber building, and for the present lease to be extended for two years from the 24th June next; also that the Town Clerk be authorised
to prepare any necessary documents.

On Minute No 4869 the following report of the Town Clerk with regard to the completion of an Agreement with Mr G F Crowder for the tenancy of the flat at the Horse Fair Branch was received:

Renewal of Lease of Offices at Horsefair Branch.
Your Sub-Committee
recommend that the lease of office premises at Nos 36 and 38 Bristol Street be renewed to the Royal London Mutual Insurance Society
for a further term of seven years from the 25th March, 1937, at a rental of £75 per annum, which is £10 in excess of the present rental,
and, also that the Town Clerk be instructed to prepare and seal the necessary document.
Bank Committee: December 21st 1936
The General Manager reported that, on the authority of Councillor Cooper, arrangements had been made for Mr Crowder, the tenant of the flat at the Horsefair Branch, to vacate the flat on the 4th January next, and for Mr John Waterhouse to rent the flat from that date. Mr Waterhouse would pay the rent up to the 25th March to Mr Crowder, who would pay the Bank. Mr Waterhouse will also enter into an agreement for a three year tenancy of the flat from the 25th March 1937 at the same £45 rental and under the same terms and conditions as apply to Mr Crowder.
5837 RESOLVED:- That the above-mentioned arrangements be approved, and that the Town Clerk be instructed to prepare any necessary document, affixing the Corporate Seal thereto if required.
