Bank Committee: July 25th 1924
The following report of the General Purposes Sub-Committee was presented:
Additional Branches in outlying parts of the City.
Your Sub-Committee have given consideration to the question of Branch Bank facilities being afforded in the Kings Norton, Rubery and Longbridge Districts. In view of the fact that the inhabitants of Northfield are so scattered it was considered that an arrangement should be made whereby branches at Northfield, Rubery, Kings Norton and Longbridge, could be worked by one staff, the Northfield Branch being used as a centre, and suitable hours of business fixed for the exceptional character of the district.
The General Manager has, therefore, been authorised to rent suitable rooms for Branch Bank purposes in Kings Norton, Rubery and Longbridge, and to make arrangements on the lines above suggested for the working of these proposed Branches in conjunction with the Northfield Branch.
1830 RESOLVED:- That the proposals referred to in the foregoing report as to the establishment of branches at King's Norton, Longbridge and Rubery, to be worked in conjunction with the Northfield Branch be approved.
General Purposes Sub-Committee: October 14th 1924
583 On Minutes Nos 536 and 561 (Land at Northfield) the Sub-Committee were informed that in the opinion of Mr Wilde, there was no right of way, light or other easement over the passage adjoining the Northfield site. The Architect had therefore re-arranged the plan which had been approved by the Bank and Electric Supply Department. Tenders had been advertised for, but as only two firms had responded, other firms were being invited to tender, and it was hoped that it would be possible to submit the tenders received to the next meeting of the Bank Committee.
Bank Committee: October 20th 1924
On Minute No 1827, the General Manager reported that tenders had been advertised for to carry out the scheme at Northfield, but as only two firms has responded other firms had been invited to tender. The Minute was accordingly continued.
Bank Committee: November 24th 1924
On Minute No 1827 (Proposed building at Northfield) the Committee were informed that the Public Works and Town Planning Committee had not approved the plan for the proposed building at Northfield.
1909 RESOLVED:- That the matter be referred to the General Purposes Sub-Committee for consideration and report.
General Purposes Sub-Committee: December 8th 1924
The following communication was received from the General Committee:
On Minute No 1827 (Proposed building at Northfield) the Committee were informed that the Public Works & Town Planning Committee had not approved the plan for the proposed building at Northfield.
1909. RESOLVED:- That the matter be referred to the General Purposes Sub-Committee for consideration and report.
Mr McMichael appeared before the Sub-Committee and informed them that the Public Works and Town Planning Committee had decided that the frontage of the proposed building at Northfield must conform to the improvement line. Mr McMichael pointed out that if this were done, the new building would be set back much further than the adjacent buildings.
The Sub-Committee considered the matter, and it was:
632 RESOLVED:- That the Public Works Department be asked to agree to a proposal that, providing the main part of the proposed building is erected in conformity with the new building line, they should sanction a one storey projection to a width of approximately 11 feet, on the understanding that on the widening scheme being carried out, the projection in question shall be demolished.
General Purposes Sub-Committee: January 12th 1925
644 On Minute No 632 (proposed building at Northfield) the General Manager stated that he had not yet received an official communication from the Public Works Department in regard to the suggestion of the Sub-Committee as to the proposed projection over the improvement line, but he understood that it was likely the Department would agree to the proposal.
General Purposes Sub-Committee: February 9th 1925
671 On Minutes Nos 632/644, the Sub-Committee were informed that the Public Works Committee had consented to the erection of a one-storey building in advance of the improvement line in Bristol Road, Northfield, subject to an undertaking to remove same without compensation, when the road widening scheme is carried out. Tenders would be obtained for the new buildings in due course.
General Purposes Sub-Committee: March 9th 1925
687 On Minutes Nos 632 and 671 (Proposed Building at Northfield), the Sub-Committee were informed that tenders had been received for the building in question, and the same would be opened by the Chairman of the General Committee in conjunction with the Chairman of the Electric Supply Committee that day. In the event of a suitable tender being accepted, a report would accordingly be made to the General Committee at its next meeting.
The General Manager presented the following report as to the proposed scheme for the Northfield Branch and the sub-branches thereof.
Hours of Business for Northfield Branch.
In view of the fact that the new premises at Northfield will be formally opened on May 1st 1926, it is necessary now to decide the hours of business. The matter cannot remain until the next Committee Meeting, because there would not then be sufficient time to notify depositors at Northfield, Longbridge and Rubery of the changes.
It is proposed to make Northfield the centre, and to work Longbridge, Rubery and a new Branch at Rednal as sub-Branches of Northfield, using the same staff for all four districts. The depositors at Longbridge, Rubery and Rednal would have the privilege of making deposits or withdrawals at Northfield when that Branch is open, in addition to using their particular local office. This arrangement would be likely to prove attractive, and as the books of all four Branches would be kept at Northfield there would be no administrative difficulty.
In fixing hours of business there are one or two principles which should be observed, viz: (1) there must be a daily attendance at Northfield; (2) there must be the same time of opening at Northfield each day; (3) there must be sufficient time available for banking money at Selly Oak Branch of the Midland Bank or obtaining money from such source; and (4) regard must be had to the extra travelling which the staff will have to do, and to opportunities for meals.
The present hours of business of three of the Branches concerned are:
Northfield Fridays 6:30 to 8:30
Longbridge Saturdays 1 to 2:30
Rubery Fridays 6:30 to 7:30
After going very carefully into all the circumstances, the following hours, which appear to give the best working arrangement, are recommended for adoption:

Rubery 12:30 to 2 1½ Wednesdays At Northfield 10 to 2 4 Thursdays At Northfield 10 to 12 2 Fridays At Northfield 10 to 2 4 Saturdays At Northfield 10
to 11:30 1½ At Longbridge 12:30 to 2 1½ At Rednal 3 to 4:30 1½ At Northfield 6 to 8 2 25½
These give a total of 25½ hours as against 27 hours at all other Daily Branches.
893 RESOLVED:- That the report be approved, and the General Committee recommended to adopt the scheme therein outlined, also to instruct the General Manager to notify the depositors concerned of the proposed alterations in the hours of business.
Bank Committee: March 16th 1925
The Chairman
reported that on the authority of Minute No 1827, the tender of Messrs S F Swift & Sons Ltd for the erection of buildings at Northfield
for the purposes of the Electric Supply Committee and the Bank had been accepted. The tender amounted to:
£2,880 - as far as the Bank was concerned, and
£1,095 - for the Electric Supply Department purposes.
2010 RESOLVED:- That the acceptances of the tender of Messrs S F Swift & Sons Ltd so far as the same relates to the erection of Bank premises at Northfield, at the sum of £2,880, be approved, and the Town Clerk be instructed, subject to the consent of the City Council in accordance with the Bank Rules, to prepare the necessary contract, affixing the Corporate Seal thereto.

ERECTION OF NEW BUILDINGS AT NORTHFIELD.
The
Bank have entered into a contract, subject to the approval of the Council, with Messrs S F Swift and Son for the erection of Bank
Buildings with dwelling accommodation, at a cost of £2,880, on land already owned by the Bank in Bristol Road, Northfield. The Electric
Supply Department are co-operating in the erection of buildings to suit their purposes at the same time and by the same Contractors.
The Council is asked to approve of the action of this Committee in entering into the contract, the cost of which will be met out of
the Bank funds.
A plan and elevation of the proposed Bank Building will be exhibited in the ante-room of the Council Chamber at the meeting.

2119 The following Minutes of the City Council passed on presentation of the Committee's report on June 16th last, were received:
It was moved by Councillor Appleby, seconded by Mr Alderman Pritchett, and
Resolved: 27,272. That the action of the Bank Committee in entering into a contract for the erection of Bank buildings in Bristol Road, Northfield, at a cost of £2,880, such cost being met from Bank funds, be approved and confirmed.
On Minute No 2010 - the following report
of the Town Clerk to the completion of the contract for the erection of premises at Northfield, was received:

I have prepared and completed a Contract and Bond with S F Swift & Sons Ltd and their sureties
for the erection of the above premises. The Corporate Seal is affixed thereto.

Finance Sub-Committee: October 12th 1925
The Sub-Committee were informed that during the vacation the following tenders have been accepted for heating and lighting at various branches as follows:

389 RESOLVED:- That the tender of the Gas Department for heating at Northfield be accepted at the sum of £117. 19. 0. and that of the Etna Lighting and Heating Company Limited, for lighting at Ward End at the sum of £51. 12. 6d., also that the action taken in accepting the other tenders mentioned be confirmed.
Finance & House Purchase Sub-Committee: December 14th 1925
20 The General Manager reported that since the last meeting of the Bank Committee, Mr Councillor Appleby had authorised the acceptance of the tender of Messrs Edmonds & Co Ltd for counter and fittings at the Northfield Branch at the sum of £131, such tender being the lowest received, and also the tender of Messrs Maddocks & Walford, amounting to the sum of £151. 5. 0. in respect of counter and fittings for the Ward End Branch, this being the lowest tender for the work.

Your Sub-Committee have directed the General Manager to arrange
for the leasing of the flat at the Bank premises at Northfield at a rental of £28. 0. 0. per annum, and the flat at Ward End at a
rental of £24. 0. 0. per annum, the tenants in each case to pay rates, and to be responsible for inside repair.
