Bank Committee: May 28th 1923

 

The Committee were informed that the alterations at the Rotton Park Branch were nearing completion and the Minister of Health (The Right Hon Neville Chamberlain, MP) had consented to formally open the new premises on Saturday, the 16th June.

 

1442 RESOLVED: That the General Manager be instructed to make the necessary arrangements accordingly.

1458 The following report of the General Purposes Sub-Committee was presented:

 

Tenancies of Rotton Park Branch.

 

Your Sub-Committee report that arrangements have been made for the letting of the dwelling accommodation at No 155 and No 157, Dudley Road, at a weekly rental of 9/- per week inclusive of rates in each case.

 

1462 RESOLVED: That the report of the General Purposes Sub-Committee be approved, and the actions taken therein referred to confirmed.

 

General Purposes Sub-Committee: May 14th 1928

 

The General Manager presented the following report as to the accommodation at the Rotton Park premises:

 

Rotton Park Premises.

 

The conditions under which business has to be conducted at this Branch cause much anxiety, and I feel I must again draw the attention of the Committee to the matter, in the hope that more accommodation will be provided. The Committee will appreciate the growth of this Branch by the following figures showing the number of open accounts at the 31st March in each of the under-mentioned years:

During the year ended 31st March 1928, there were no less than 60,451 transactions at this Branch.

 

The Committee originally purchased Nos 155, 157 and 159 Dudley Road, each consisting of a shop with dwelling accommodation. Possession of Nos 155 and 159 could not be obtained at the time of purchase, and for some time business was conducted in the middle shop. The tenant of the dwelling accommodation of No 155 could only be disturbed by consent, having been granted, by the previous owner, a tenancy for life on payment of a nominal sum of 1/-d. per year. In order to obtain possession of No 155 it was arranged that the tenant for life should transfer to No 159, and a lease granted to Mr Walters for the shop and house for seven years from the 29th September 1922, at a rental of £45 per annum, with an option to renew for a further seven years at an increased rental of £55 per annum.

 

Having obtained vacant possession of No 155, the Committee decided to amalgamate Nos 155 and 157 and re-arrange the dwelling accommodation. On this being done, weekly tenancies were created for the two dwelling houses, each tenant paying 9/-d per week inclusive.

 

The actual counter space available at the Branch is only 20ft., with a private office 5ft. long, while the space behind the counter is about 8ft. The accommodation provided as a mess room is very small and quite inadequate. The building from floor to ceiling is on the low side, consequently the ventilation is bad, and there is the further drawback of a dark office.

 

In view of the continued development of this Branch, the Committee might consider increasing the space at the back of the counter by taking in the dwelling accommodation on the ground floor. When possession of the adjoining shop and dwelling house No 159 Dudley Road can be obtained, it will be possible to provide more counter space, but we are dependent on the tenant for life, and the present tenant of the shop in this respect. It may be that the tenant of the shop will not renew his lease in 1929.

 

As the summer months are before us, and business is quieter than in the winter months, I would urge the Committee to carry out alterations on the lines indicated, which could be done at a moderate expense, and thus ease the difficult conditions under which the staff are compelled to work.

 

1265   RESOLVED:- That the General Manager be instructed to have prepared a plan showing his proposals for temporarily altering the premises at Rotton Park by the inclusion of the dwelling accommodation at the rear of the Bank, and also so indicate by a plan the ultimate proposal for dealing with the property when possession of the whole of the premises owned by the Bank can be obtained, with estimates of the cost of both schemes.

 

Finance Sub-Committee: June 11th 1928

 

In connection with the alteration scheme for the Rotton Park premises the question had arisen as to whether one of the tenants displaced should be accommodated at Alum Rock or should become tenant of the reconstructed flat.

 

219    RESOLVED:- That the General Manager be instructed to make arrangements with the displaced tenant to take the Rotton Park reconstructed flat at 8/- per week plus rates and internal repairs.

 

General Purposes Sub-Committee: June 11th 1928

 

On Minute No 1265 (Rotton Park premises) a plan which had been prepared by Mr H S Evans, Architect, was submitted showing proposals for the immediate enlargement of the Rotton Park premises by the inclusion of the rear premises on the ground floor as part of a complete scheme to take effect as and when possession of the adjoining shop and house could be obtained. The approximate cost of the alterations immediately contemplated was £650, and, on the authority of the Chairman, the General Manager had invited tenders for the carrying out thereof, which tenders would be submitted to the full Committee at their next meeting.

 

1278   RESOLVED:- That the plan in question be approved, and that the action taken in the matter be confirmed.

3128 The report of the General Purposes Sub-Committee was presented and the Committee proceeded to consider the following tenders which had been received for the alterations at the Rotton Park Branch, and a plan was submitted showing the proposals:

3131   RESOLVED:- That the tender of Mr E M Squire at the sum of £800 for the carrying out of alterations at the Rotton Park Branch be accepted; and that the Town Clerk be instructed to prepare a necessary contract, affixing the Corporate Seal thereto.

On Minute No 3131 (Alterations to Rotton Park Branch) the Town Clerk presented the following report as to completion of the contract with Mr E M Squire:

The following report of the Finance Sub-Committee was presented:

 

Renewal of Lease - 159 Dudley Road.

 

Notice has been given that the Lessee of No 159, Dudley Road, adjoining the Rotton Park Branch, intends to exercise his option to renew the Lease for a further period of seven years at the increased rental of £55 per annum.

 

The General Manager directed Mr Frank Wilde to view the premises in order to ascertain whether there had been any breach of the covenants in the Lease.

 

Mr Wilde reports that there has been no breach, and your Sub-Committee accordingly recommend that the Town Clerk be instructed to enter into any necessary agreement, affixing the Corporate Seal thereto if required.

 

3339   RESOLVED:- That the Lease to Mr Frank Walters of the premises No 159 Dudley Road be renewed for a further term of seven years, at a rental of £55 per annum, and that the Town Clerk be authorised to prepare, and affix the Corporate Seal to any necessary document.

An application was received from the tenant of 159 Dudley Road for a further extension of his lease.

 

338    RESOLVED:- That having regard to the desirability of obtaining these premises for the use of the Bank at the earliest opportunity, the application be not acceded to.

The General Manager reported that after taking the opinion of the Town Clerk on the matter he had informed Mr Wilde that the Bank would raise no objection to the tenant of No 159 Dudley Road carrying out certain alterations to the property.

1476 The General Manager reported that, in connection with the alterations required to be made by the tenant of the shop No 159 Dudley Road, the Town Clerk had obtained from the Solicitor to the Lessee a letter agreeing that no claim in respect of the alteration contemplated would arise at the expiration of the lease.

I have to report that I have completed a Lease of these premises, which include the portion formerly occupied by the late Elizabeth Cox, to Mr Frank Walters for a further term of seven years from the 29th September 1936, at the annual rent of £65, and I shall be glad of your Committee's confirmation.

 

5804   RESOLVED:- That the lease of the premises No 159 Dudley Road to Mr Frank Walters for a further term of seven years from the 29th September, 1936, at the annual rent of £65 be approved, and the action of the Town Clerk in preparing and sealing the necessary documents be confirmed.

 

Finance & General Purposes Sub-Committee : April 25th 1938

 

Assignment of Lease - 159 Dudley Road (adjoining Rotton Park Branch)

 

Your Sub-Committee have considered an application from Mr Walters, the Lessee of No 159 Dudley Road, which was leased to him from December 1936 for a period of seven years, to be allowed to assign the lease for the unexpired period thereof.

 

Your Sub-Committee see no objection to the proposed assignment, subject to any costs incurred being defrayed by the Lessee, and they recommend that the application be acceded to, and the Town Clerk instructed to prepare and seal any necessary document.

I have to report that in consideration of Mrs Florence Mitchell entering into a Guarantee for the payment of rent and observance of the covenants, consent has been given to Mr F Walters for the Assignment of this Lease to Miss Edna Maisie Mitchell.
